Allen Carroll, Chairman

 

Chairman Carroll serves as a Managing Partner for Wilkins Miller accounting firm. His experience is vast, ranging from litigation and consulting services to traditional tax and accounting services in a variety of industries. He is experienced in all phases of the litigation process and has testified in federal and state courts and in arbitration hearings at the request of both plaintiffs and defendants.

Chairman Carroll has a Bachelor of Science in Business Administration (concentration in Accounting) from the University of South Alabama. He is a Certified Public Accountant and a member of the American Institute of CPAs and the Alabama Society of CPAs. He is Accredited in Business Valuation and been designated as Certified in Financial Forensics by the American Institute of CPAs. He is also a Certified Valuation Analyst by the National Association of Certified Valuators and Analysts.

Michael E. Hill

Commissioner Hill was appointed Superintendent of the Alabama State Banking Department on July 5, 2016. Prior to his appointment as superintendent, Hill served as the representative from District 41 in the Alabama House of Representatives, a position he held since 1986. Hill served on the House of Representatives Banking and Insurance Committee (now the Financial Services Committee) 30 years, and handled most of the major banking legislation that was introduced and passed during that period including updates to banking regulations and other revisions. As a legislator, he also served on regional committees, including the Southern Legislative Conference Fiscal Affairs and Government Operations, and was past chairman of the North American Energy Council.

He is a 1972 graduate of Auburn University. He graduated from Louisiana State University’s School of Banking of the South in 1977, and earned a degree from the University of Oklahoma’s Commercial Lending School in 1982. Actively involved in his community, Hill has served on a number of local boards and commissions including: Legislative Liaison of the Greater Birmingham Association of Home Builders, Alabama Association of Realtors, Advisory Board of Shelby Baptist Hospital, Life Member of Columbiana Kiwanis Club, Past Member of the Inverness Lions Club, Past Director of State Easter Seals Board, Past Director of Birmingham Rehabilitation Board, and Past Director of Alabama Chapter of the American Lung Association.

Steve Marshall

Commissioner Marshall was sworn in as the 48th Attorney General of the State of Alabama on February 10, 2017. Since taking office, he has distinguished himself as a strong and effective leader committed to law and order, public safety, and the rule of law. As Alabama’s chief law enforcement officer, Attorney General Marshall has worked tirelessly through both enforcement actions and policy reforms to make Alabama a safer, more just place to live. His steadfast leadership has earned the respect and support of law enforcement agencies across the state.

A native of Atmore, Alabama, Marshall earned his undergraduate degree from the University of North Carolina at Chapel Hill and received his law degree with academic honors from the University of Alabama School of Law. He served for 16 years as District Attorney for Marshall County, where he gained extensive prosecutorial experience and built a reputation for tough, principled law enforcement.

Mark Fowler

Commissioner Fowler, a Montgomery native, was appointed Commissioner of the Alabama Department of Insurance by Governor Kay Ivey effective January 16, 2023.  Fowler had previously served as Acting Commissioner since July of 2022. As Commissioner, he serves as chief administrator for the Department and leads it in fulfilling its mission to serve the people of Alabama by regulating the insurance industry, providing consumer protection, promoting market stability, and enforcing state fire safety standards and laws. In his role as Commissioner of Insurance, he also serves as a member of the Alabama Securities Commission and supervises the State Fire Marshal's Office.  Additionally, he serves as co-chair of the Alabama Resilience Council, created by Governor Ivey by Executive Order No. 736. Fowler also participates in a variety of committees, task forces, and working groups with the National Association of Insurance Commissioners.

Cristy Andrews

Commissioner Andrews is the Warren Averett Local Partner in Charge of growth for the firm’s Montgomery office, where she leads strategic initiatives to drive growth and ensure long-term sustainability. With over two decades at Warren Averett, Cristy brings deep expertise in accounting, tax, and business consulting for businesses and real estate clients. She also heads the firm’s Real Estate Practice Group, focusing on managing client engagements and delivering tailored, industry-specific tax solutions that align with each client’s unique needs.

Hope Marshall

Commissioner Marshall is a shareholder at the law firm of White Arnold & Dowd P.C. Her practice focuses on criminal defense, white collar criminal defense, and general civil litigation. Ms. Marshall represents companies and individuals in connection with criminal investigations, as well as parallel civil and criminal proceedings. She practices in municipal, state, and federal courts, including appellate courts. In addition to her legal practice, Ms. Marshall is a professor at Birmingham School of Law, where she teaches Advanced Criminal Law/White Collar Crime.

Christy Kuklinski

Commissioner Kuklinski is a partner with Balch & Bingham LLP, where her legal practice focuses on securities litigation and a wide variety of business transactions, including mergers and acquisitions, financings, and corporate governance. Prior to joining private practice, Commissioner Kuklinski clerked with the Honorable R. David Proctor in the Northern District of Alabama, and, prior to attending the University of Alabama School of Law, she worked as an investment banker in New York City. Commissioner Kuklinski graduated from the University of Alabama School of Law, magna cum laude, where she served as a Senior Editor of the Alabama Law Review, was a member of the Campbell Moot Court Board, and earned distinctions such as being elected to the Order of the Coif and being recognized as a Hugo L. Black Scholar. She was also awarded a Master of Arts in Economics from the University of Alabama and a Bachelor of Science in Commerce and Business Administration, summa cum laude, from the University of Alabama.
